2-Year-Old Girl Rescued in Chile from Sexual Exploitation

Operation Global Impact 2025 (OGI) Update from Latin America  

Operation Global Impact 2025 has been a tremendous success in Latin America, with 84 arrests and 48 minors rescued in less than three months. We want to share with you four recent successful surges in Chile and Ecuador.  

Operation Oasis in Chile 

Operation Oasis took place in Chile on September 30 after law enforcement discovered a Bolivian man accused of producing and distributing child sexual abuse material (CSAM) and sexually abusing a two year old girl.  

The Our Rescue team in Latin America assisted in a coordinated law enforcement action led by the Investigative Police of Chile (PDI) in Calama, Antofagasta Region, providing technical assistance and logistical support to PDI agents during the raid, ensuring smooth operations in a complex and sensitive mission. 
 
Authorities successfully arrested the Bolivian man and further investigations revealed that the suspect, who had been entrusted with the care of the child while her parents worked, used his position of trust and authority to exploit the girl. Evidence confirmed that he produced, stored, and distributed images and videos of the abuse. Two cell phones containing CSAM were seized as part of the investigation. 
 
This is the youngest survivor that has been rescued during OGI25. The Our Rescue team in Chile is in contact with the survivors’ parents to offer and provide necessary support. 

Operation Bonell in Chile 

On October 2, the Our Rescue team in Chile joined forces with PDI once again to carry another warrant to arrest a suspect accused of sexually abusing a 14-year-old girl.  
 
Our team provided technical assistance, logistical support to PDI agents on the ground, ensuring that officers had the resources and coordination needed to carry out the delicate and time-sensitive mission. 
 
During the operation, PDI Chile, with the support of Rescue, successfully arrested a Chilean national suspect. While executing the warrant, officers discovered the suspect alone in his residence with another minor, a 16-year-old girl, who was also found to be a victim of sexual abuse. 
 
Later, investigators confirmed that the suspect had recorded videos of the abuse, constituting the crime of producing child sexual abuse material (CSAM). As part of the operation, PDI agents seized a cell phone and an external hard drive, both containing crucial digital evidence. 
 

Op. Codigo Rescate 272 in Ecuador 

In Ecuador, a 46-year-old man was suspected of sexually exploiting and abusing his own child from the ages of 8-11 years old. 3 consecutive years of exploitation. On October 3, 2025, the National Police of Ecuador (ENP) Anti-Trafficking Unit (UNAT), and the Ecuador’s Attorney General’s Office (FGE), with logistical support from Our Rescue, carried out a decisive enforcement action to arrest him. 
 
During the investigation, ENP UNAT agents discovered that the suspect was not only responsible for recent acts of exploitation but also a wanted fugitive linked to a prior 2011 police report. Authorities confirmed that an active arrest warrant had been issued against him years earlier for similar crimes of sexual exploitation. 
 
Further inquiries revealed that the individual had been living under his brother’s identity in an attempt to evade justice. He had successfully concealed his criminal record and avoided arrest since 2012, remaining a fugitive for more than a decade.  
 
The operation culminated in a high-speed pursuit along Avenida Eloy Alfaro in Quito, where ENP UNAT agents were able to positively identify and apprehend the suspect, despite his use of falsified identification documents. 
 
Tonight, his child is safe from sexual exploitation and abuse for the first time in three years.  

Operation Código Rescate CCLXXV in Ecuador 

Also in October, the Ecuadorian National Police (ENP) Anti-Trafficking Unit (UNAT) of Ecuador, with logistical support from Our Rescue, discovered a 15-year-old Colombian girl was being sexually exploited in multiple hostels in Ecuador for as little as $15 per encounter.  
 
Following extensive verification and surveillance work, UNAT agents successfully located and rescued the minor, aged 15, who at the time of the intervention had no form of identification. 
 
The girl was immediately placed under protective custody in a specialized care foundation with Our Rescue’s support, where she is now receiving comprehensive support and assistance. 
 
The case was immediately referred to the Colombian consular authorities in Ecuador and relevant government agencies, ensuring the activation of all legal protection and reintegration measures for the survivor.
