Understanding CSAM: Equipping Communities to Protect and Prevent

Law enforcement and child protection organizations now use the term "CSAM" (child sexual abuse material) to accurately reflect crimes against children.

This precise terminology replaces the language โ€œchild pornography.โ€ Calling it child sexual abuse material emphasizes both the gravity of these crimes and the ongoing harm perpetrators inflict on minors.

Why Terminology Matters

This shift from "child pornography" to "CSAM" reflects a crucial understanding: these materials document criminal offenses and sexual exploitation, not pornography. The U.S. Department of Justice endorses this terminology because it captures the true nature of abusive material and reinforces that each image represents actual child abuse.ย

Working Together for Prevention

Combating child sexual exploitation material demands coordinated efforts between law enforcement, child protection organizations, and vigilant communities. Our Rescue's specialized Electronic Storage Detection (ESD) K9s represent one of these powerful collaborative solutions, using their remarkable ability to detect hidden electronic devices containing CSAM, with these four-legged heroes stationed across the globe from Alabama to Taiwan.
Through partnerships with expert trainers like Jordan Detection K9, these specially-trained Labrador Retrievers not only help law enforcement uncover crucial evidence but also serve as comfort dogs for survivors during investigations and trials, creating a dual impact in the battle against child exploitation.

What exactly is CSAM and how is it different from child pornography?
CSAM stands for Child Sexual Abuse Material. It refers to any image, video, or digital content that depicts the sexual abuse or sexual exploitation of a child. The term is used by law enforcement, child-protection organizations, and survivor advocates because it accurately reflects the reality that these materials document real crimes against real children.

The term โ€œchild pornographyโ€ is outdated and increasingly avoided because it can imply consent or a voluntary act. Children cannot consent to sexual activity, and the creation of such material always involves abuse or exploitation. Using the term CSAM centers the harm done to the child and reinforces that these materials are evidence of criminal abuseโ€”not pornography.
How widespread is the CSAM problem?
CSAM is a global and growing problem. The expansion of internet access, encrypted platforms, and social media has increased opportunities for offenders to produce, share, and store abusive material. Law enforcement agencies and child-protection organizations consistently report millions of CSAM files being detected and reported each year across online platforms.

Importantly, CSAM is not confined to any one country, culture, or socioeconomic group. It occurs in both online and offline environments, often involving offenders who are known to the child. While increased reporting and detection reflect stronger safeguards, they also underscore the scale of the problem and the need for continued prevention, education, and victim support.
What should I do if I encounter CSAM online?
If you encounter CSAM online:

  • Do not view, download, share, or save the material. Possessing or distributing CSAM is illegal and perpetuates harm.
  • Report it immediately to the platform where it appears so it can be removed and escalated.
  • In the United States, report suspected CSAM to the National Center for Missing & Exploited Children (NCMEC) via CyberTipline.org.
  • If a child is in immediate danger, contact local law enforcement right away.

Prompt reporting helps identify victims, stop further distribution, and hold offenders accountable. Even a single report can make a difference in protecting a child.
How can I protect my child from becoming a victim of CSAM production?
Prevention starts with education, communication, and awareness. Parents and caregivers can reduce risk by:

  • Having ongoing, age-appropriate conversations about body safety, consent, and boundaries.
  • Teaching children that they can say no to any interaction that makes them uncomfortable and that they should never be asked to keep secrets about their bodies.
  • Encouraging children to talk to a trusted adult if they feel unsafeโ€”without fear of punishment.
  • Monitoring online activity, using parental controls, and staying informed about the apps, games, and platforms children use.
  • Teaching children not to share personal information, images, or videos with anyone online.

Itโ€™s also important to understand that many cases of child sexual exploitation involve someone the child knows. Building trust, staying engaged, and maintaining open communication are some of the most effective protective measures.
