Our Rescue Supports Indiana CSAM Investigations with Digital Forensics Technology and ESD K9 Buck

In October 2025, in Pendleton, Indiana, a CyberTip from the National Center for Missing and Exploited Children (NCMEC) led investigators to a 24-year-old man whose online activity raised immediate concern. What began as a small number of flagged files quickly expanded into a digital investigation and subsequent search warrant, where detectives uncovered more than 200 files of child sexual abuse material (CSAM), along with evidence that the material had been distributed. 

Then, in February 2026, in Tipton County, a separate case followed a similar pattern. A tip from an online platform led law enforcement to a former state employee, Matthew Bills, whose accounts allegedly contained dozens of images and videos depicting the exploitation of minors. Further investigation revealed a history of accessing and distributing this material over several years. Court documents state that Bills used a social media app’s chat function to express interest in videos involving minors and acknowledged that the content included teenagers. He also identified himself by name and indicated that he worked in a state government role focused on procedures and policy, leveraging his position to gain trust. 

Across the country, law enforcement officers are working nonstop to confront the spread of CSAM-related crimes. But too often, their ability to act quickly and efficiently is shaped by limited resources, evolving technology, and the sheer volume of cases. 

That is why partnership matters. 

At Our Rescue, we prioritize equipping those on the front lines with the tools and support needed to strengthen investigations. Because in cases involving CSAM, finding critical evidence can be the difference between accountability and the continued sexual abuse and exploitation of innocent children. 

In both of the above investigations, law enforcement was supported by specialized tools and trained resources. Our Rescue-funded digital forensics equipment was used to process and analyze evidence, helping to uncover the full scope of offenses and strengthen the cases for prosecution. 

Additionally, Electronic Storage Detection (ESD) K9 Buck—sponsored by Our Rescue and deployed with the Anderson Police Department after graduating just one year ago—assisted in the execution of search warrants tied to these cases. K9s like Buck are trained to detect electronic storage devices, even when hidden, accelerating the search process, helping ensure that key evidence is not overlooked, and that child victims are identified. 

Since the start of 2026, the Fishers Police Department in Indiana, who K9 Buck also assists, has already reported 10 arrests linked to the training provided through Our Rescue’s support.  

CSAM is not just a term. It is the real-life sexual abuse and exploitation of children who often remain silent about their victimization until this evidence is found, and investigators and service providers can intervene. It’s a crime that is present in communities across the country, often hidden in plain sight. Addressing it requires continued investment in training, technology, and collaboration, ensuring that those on the front lines are equipped to respond as quickly and effectively as possible. 

Because every piece of evidence matters. 

And every step forward is an opportunity to save a child.
