ESD K9 Estie Supports Major ICAC Operation in Mobile County

When the Mobile County Sheriff’s Office Internet Crimes Against Children (ICAC) Task Force launched Operation Frost Byte in December 2025, Electronic Storage Detection (ESD) K9 Estie played a critical role in supporting investigators as they executed search warrants connected to multiple child exploitation cases. 

Estie is an Our Rescue-Sponsored ESD K9, specially trained to locate hidden digital storage media that may contain evidence in child sexual abuse material (CSAM), otherwise known as child pornography, investigations. During Operation Frost Byte, Estie was deployed to three residences connected to the operation. Through her searches, she located two concealed electronic devices in two of the homes that may have otherwise gone undetected, and that were essential to advancing the investigations. 

Throughout the month-long operation, investigators relied on cyber tips, interagency coordination, and specialized resources, including Estie’s detection capabilities, to identify individuals involved in online exploitation and sexual abuse of children. The operation ultimately resulted in 17 felony arrests. 

During Operation Frost Byte, the Mobile County Sheriff’s Office ICAC Unit supported multiple investigations that resulted in felony arrests. 

Randall McWilliams Jr. had been under investigation since August after a cyber tip from the Baton Rouge Sheriff’s Office. He was arrested on one count of possession of child pornography. 

James Buckley was identified through a cyber tip from the National Center for Missing and Exploited Children (NCMEC). Investigators determined he had been downloading child pornography, and he was arrested on five counts of possession of child pornography. 

Eugene Strength, a Mobile County resident, came under investigation after the Taylor County Sheriff’s Office in Texas identified plans for him to travel to meet a minor for sex. The ICAC Unit and Special Operations arrested Strength for electronic solicitation of a child, and following additional evidence review, he was charged with four counts of possession of child pornography. 

Randy Oshinski was investigated after a cyber tip from NCMEC revealed he had been using social media to communicate with underage girls. A registered sex offender with a prior conviction for possession of child pornography, Oshinski was arrested after the ICAC Unit, with assistance from the FBI, executed a traffic stop and search warrant. He was initially taken into custody for a felony probation violation and later charged with five counts of possession of child pornography. 

Just last fall, Mobile County’s ICAC was featured in an in-depth two-part series by FOX10 investigating how the task force tracks, locates and arrests individuals involved in online child exploitation and child sex offenses. The series highlighted the multidisciplinary approach the unit uses, from undercover stings and digital forensic analysis to coordinated efforts with federal, state and local partners, to bring offenders to justice. This highlight included ESD K9 Estie and her handler, and their incredible work to protect children.
