Operation Global Impact 2025 – FIRST UPDATE

Operation Global Impact 2025 is underway and multiple law enforcement actions have already taken place in the Latin America and Asia regions, with many more to come. 

In total, 33 law enforcement actions have been carried out since Operation Global Impact 2025 began in August. The results? 47 suspects have been arrested, and 24 children have been rescued from situations of either sexual exploitation or sex trafficking.  

While we can’t share all case details yet, here is a glimpse into some of the work during our first two weeks funding this critical Surge Operation.  

In Asia:  

  • In Thailand, our team supported the local Thailand Internet Crimes Against Children Task Force in a sting operation to arrest a suspect who had been allegedly sexually abusing his 15-year-old daughter since the age of 8 years old. Additionally, he had reportedly recorded the daughter’s female friend while she was showering during an overnight stay at their house.  Our team was on site with law enforcement at the suspect’s home to support, bringing in Electronic Storage Detection (ESD) K9 Winner to help law enforcement search the premise to ensure no electronic device went undiscovered. Police officers arrested the father and our Survivor Care team stayed with the mother and child, assisting with their police interview. Our staff is continuing to provide follow-up support and updates on the case proceedings. 
Our Rescue
  • Another case happened in collaboration with CCIB TICAC, Our Rescue, MSDHS officials, and Child Shelter staff, leading to the arrest of a 24-year-old Thai male and the rescue of a 9-year-old boy. During the early morning search of the suspect’s residence, investigators seized electronic evidence, including a mobile phone containing child sexual abuse material (CSAM), while additional devices were later collected from his condominium. ESD K9 Winner was dispatched to both scenes to make sure no electronic device evidence were missed. The suspect now faces charges of sexual assault of a minor and CSAM possession. Our Rescue’s Survivor Care team ensured the 9-year-old survivor’s safety, coordinating with his mother and social workers at the police station, while our Field Operations team supported the investigation. The survivor and his guardian are currently receiving care, with an appropriate ongoing support plan. 

  • In a third case, a Discord group was being used to distribute CSAM through paid online broadcasts. Police identified a 16-year-old girl as a survivor who had been involved for roughly two months. The Department of Provincial Administration (DoPA), with support from the Our Rescue team, arrested two young men who transferred money to the survivor. Our Rescue’s Field Operations team helped confirm the survivor’s location and monitored her routine ahead of the rescue, while our Survivor Care team provided immediate support and assisted in official interviews. ESD K9 Winner also helped search one suspect’s home to ensure no digital evidence was overlooked. The survivor has since been placed in a government shelter for human trafficking survivors, where an ongoing care plan is being provided.

In Latin America:  

  • During their first week of Operation Global Impact, the Peruvian National Police (PNP), Directorate of Cyber Crime Investigations (DIRCIBERD), Division of Child Cyber Protection (DIVCCP), and the Public Ministry carried out a law enforcement action in Lima, resulting in the arrest of a 33-year-old Peruvian male who was allegedly producing and distributing CSAM of his step-daughter and two nephews. The suspect was taken into custody without incident and transported to the Public Ministry for judicial processing. During the operation, authorities rescued the 6-year-old girl and two boys, ages 6 and 13. The investigation began after INTERPOL reports in 2024 flagged the suspect for producing and sharing CSAM online. PNP and DIVCCP seized multiple electronic devices for forensic analysis, and prosecutors will conduct survivor interviews while coordinating with Our Rescue to ensure appropriate care and therapy services are provided to the children. 

  • In another case, the PNP Transnational Criminal Investigations Unit (TCIU), working with the Ministerio Público, DHS Homeland Security Investigations, and Our Rescue, executed court orders that led to the arrest of eight members of a criminal organization operating a WhatsApp chat group called “Ventanilla Premium.” The group, with approximately 139 members of Peruvian and Venezuelan nationality, was allegedly involved in the possession, production, and distribution of CSAM. Eight suspects were arrested across multiple regions of Peru and authorities seized numerous electronic devices, including 14 cell phones, a laptop, and storage media, which will undergo forensic analysis. The investigation began after a citizen was mistakenly added to the group and reported it to police. Our Rescue has provided the PNP access to technology tools to aid in identifying potential survivors.
