Domestic Law Enforcement
Relations
Law Enforcement in the United States is facing an uphill battle to protect our children from sex trafficking and sexual exploitation. Despite their unwavering dedication, many lack essential resources to successfully combat child sexual exploitation and sex trafficking. This is where O.U.R. steps in. We empower those who courageously serve us with needed support to take meaningful steps against these heinous offenses.

We fight to protect children in our own backyard by developing relationships with law enforcement agencies and offering resources to expand and amplify their anti-human trafficking and exploitation efforts.

ESD K9 PROGRAM

One way Operation Underground Railroad (O.U.R.) bolsters law enforcement’s ability to prevent and prosecute crimes against children is through our electronic storage device (ESD) detection K9 program. We have sponsored over 60 ESD K9s placed in the U.S. Each dog is specially trained to identify a unique chemical smell found in digital storage devices such as USB drives, computer hard drives, SIM cards and other digital storage devices. These devices can be used to store child sexual abuse material (CSAM) and are easily hidden by predators.

The ESD K9 program has been widely successful. The efforts of these dogs and their handlers resulted in:

 • 1300+ search warrants that K9’s assisted, 800+ of the warrants the dogs found evidence on secondary searches (evidence officers missed).
 • 900+ arrests
 • 225+ rescues

DIGITAL FORENSIC TECHNOLOGY

Child sexual abuse material (CSAM) is a grave issue that demands immediate action. In the race against time, law enforcement needs powerful tools to efficiently comb through digital evidence and bring justice to survivors faster than ever before. Designed to locate perpetrators, identify abusive material, uncover fake accounts, and extract crucial digital data from devices, these cutting-edge technologies are essential in the fight against online trafficking and exploitation.

These game-changing tools are often out of reach for many law enforcement agencies due to their hefty price tags. That's where we come in. O.U.R. assists law enforcement across the United States by providing funding for this state-of-the-art digital forensic software and hardware which helps them find more predators and access digital evidence in a timely manner. By providing funding for this advanced digital forensic technology, we're empowering law enforcement agencies across the United States to tackle the darkest corners of the internet and bring more predators to justice.

“K9 Rocket assisted with several interviews of victims both child and adult. He also accompanied a child victim on a courthouse tour in preparation for testimony and his presence helped a stressful situation be less so. Also, in a search in December K9 Rocket found several devices after the detectives had ‘cleared’ the search. It’s always nice when the K9s prove themselves.”

“The majority of successful investigations I have been a part of relied heavily on data that was only available to me using O.U.R.'s donation. I have also been able to assist much smaller agencies around Alberta with sexual exploitation offences (victims under 16) using the donated equipment that O.U.R. has provided to my police service. O.U.R. has been a godsend, considering the fiscal constraint my service operates under. Many rescued victims unknowingly owe much of their gratitude to O.U.R.”

“I can't begin to tell you how much this grant has helped our agency in the recovery of digital evidence stored on cellular devices. Child exploitation cases generally always have a digital footprint found on the suspects cellular device. Many cases in the past have went un-prosecuted due to not being able to unlock a locked phone but this program has had great success in the unlocking of these devices leading to the recovery of that evidence. The benefit to this program will only increase as we have it.”

“When we first heard about O.U.R. and the assistance they offered to law enforcement, we were very skeptical. What we heard seemed too good to be true. O.U.R. not only lived up to the "hype" but went above and beyond our expectations. They delivered on their promises and provided excellent support along the way. We are a larger law enforcement agency and greatly benefitted from the generosity of O.U.R. donors. Smaller agencies could certainly increase their efficiency by exploring the services offered by O.U.R.”
Lieutenant Weir, Oklahoma
“I would just want to thank O.U.R. and the donors that make this possible. Without O.U.R. and the donors, it would have been extremely difficult to obtain this tool. The tool allows us to greatly cut down the time it takes for processing (I.E.- sending to lab and waiting 7 months) and can help us identify victims and potential evidence much faster.”
