We lead the fight against child sexual exploitation and human trafficking worldwide.
Our work spans the globe as we assist law enforcement in rescue efforts and help provide aftercare to all those affected. While we prioritize children, we work to empower the liberation of anyone suffering at the hands of those looking to sexually exploit. We offer vital resources to authorities around the world and work tirelessly to raise awareness and meet survivors on their healing journey. O.U.R. Action plan

Operation Underground Railroad is leading the fight against sex trafficking and sexual exploitation with three bold strategies that make up our Global Rescue and Recovery solution.
U.S. Law Enforcement Relations
In the United States, we fight to protect children in our own backyard by developing relationships with law enforcement agencies and offering resources to expand and amplify their anti-human trafficking and exploitation efforts.

International Operations
The O.U.R. International Operations team consists of highly experienced and extensively trained former law enforcement personnel, intelligence experts, U.S. diplomats, and military officers who are on the ground doing active investigations in countries across the globe.

Aftercare
The O.U.R. Aftercare Team coordinates with the O.U.R. Operations Team to ensure that vetted aftercare services are in place prior to operations. We utilize best practices, trauma-informed care, and provide person-centered services when working with survivors.

Tracy joined O.U.R. as an investigator in 2021 before taking on the role of Relations Manager for domestic operations in the United States and Canada. With over 23 years of experience in law enforcement, Tracy has worked in various investigative, supervisory, and administrative roles, ultimately serving as a police chief for more than eight years. Tracy has a formal education in Criminal Justice Administration. He is based in the United States, leading a team that collaborates with police agencies, sheriff's offices, and law enforcement task forces across the U.S. and Canada.
Carlos Maza has a steeped background in international law enforcement focused on transnational criminal organizations. His 35-year career in law enforcement commenced after service in the US Marines Corps, as a police officer with the New Orleans Police Department, followed by a career with the U.S. Customs Service Office of Investigations in Miami, Florida. He served in multiple assignments overseas including South American countries, Afghanistan, and Angola. He retired as the Deputy Assistant Director for International Operations at Homeland Security Investigations (HSI), and his post-retirement career includes assignments for the U.S. Treasury Department and Department of Defense.
Francisco Vega served as a U.S. Navy SEAL for over 20 years, executing special operations missions in the guerrilla infested jungles of Central and South America. He spent the next 14 years as a ground force commander conducting Special Operations in Afghanistan, Iraq, and various other locations in the Middle East and Africa. He has led SEALs in thousands of combat operations, to include Direct Action capture/kill missions, clandestine operations and Special Reconnaissance missions in both, declared and undeclared theaters of war.
Dean’s career spans over 35 years. He served in the army as a soldier and commissioned officer, as well as an operations director in a federal government, protective security department. In the private sector, he has worked for world-leading organizations in various corporate security capacities, including having global remits for executive protection, crisis management and other related areas. He has worked as a consultant and was engaged throughout the world to support organizations to respond to and manage complex situations. He has worked extensively around the world and outside of his home country, has lived in Papua New Guinea, Philippines, Singapore, Malaysia, China, Austria and the UAE.
Prior to joining O.U.R. in August of 2021, Dodd DuPree enjoyed a distinguished thirty-two-year career in federal law enforcement in the United States Coast Guard, United States Customs Service, and the U.S. Department of Homeland Security. Dodd spent more than twenty years as a special agent with Homeland Security Investigations (HSI), seventeen of which were spent working in the highly specialized International Operations division (HSI-IO) where he served two tours abroad.
Damian has been an investigator for O.U.R. since October 2015. As well as a successful career in private investigations and security consulting, Damian has over 13 years of anti-human trafficking and child exploitation intervention experience. Based in Asia, he works daily to help in a diverse approach at combatting the victimization of children in that region. He is a certified examiner in digital forensics and uses this skill to enhance child-saving capabilities.
Alex Rogan is an online investigator and digital forensic specialist with Operation Underground Railroad and a former U.S. police officer. Alex’s law enforcement career spans over 20 years and he has worked full time internet related crimes involving the sexual exploitation of children and human trafficking for over 10 years. Alex spends most of his time online in an undercover capacity locating and identifying suspects distributing illegal imagery of children and persons actively seeking out child victims.
Jason was in law enforcement for 20 years in California, serving on SWAT Teams, a Drug and Gang Task Force, and as a Detective before finishing his career as a Chief of Investigations for a Prosecutor’s Office. After working investigations including homicides, violent crimes, and undercover in narcotics and gangs, Jason found his efforts were best spent in pursuing traffickers and rescuing children subjected to a life of slavery.
